Introduction:
Supplying quality General Contracting Services requires a cohesive relationship between the owner, the architect, and Lem Construction. Our services include the purchasing of materials and equipment; performance of quality construction; coordination with site and building engineers; scheduling; progress billing/accounting; occupancy of the project; on-site field management; and project close-out. Lem Construction has an impeccable record for managing and constructing a project on-time and on-budget, yet maintaining client satisfaction. There are many items of importance that Lem considers and implements before starting construction, whether a restoration of an existing building or constructing a new building from the ground up. Some of these items include safety, sensitivity to those occupying buildings during construction, and providing opportunities to minority/women/disabled-owned businesses.
Construction Services:
Safety:
With safety as our primary concern, Lem Construction consistently shows an Experience Modification rate of below 1.00. This indicates our commitment to Safety as an integral component of a construction project. In order to fully meet the goals and expectations of our clients and our employees, we include Safety as a major, ongoing concern ranking with schedule, cost and quality. While CALOSHA requires construction project site safety meetings every ten days, Lem requires such meetings every five days. In addition, Lem requires the subcontractors to either hold their own safety meeting with a copy of their meeting minutes and attendance sheets sent to Lem or to attend Lem’s meetings. Safety training and the use of the proper safety equipment is continually stressed and monitored.
Minimization Plan:
With much of our construction situated in occupied buildings, Lem strives to minimize tenant disruption. We have faced conditions where either the building was partially occupied or the proximity of other buildings necessitated special care in an effort to avoid noise, dust, fumes, vibrations, and other disturbances to surrounding residences.
Minority Outreach:
Lem Construction is personally committed to provide opportunities for minority and women owned businesses. We take a grass root approach, rather than a good faith effort, which has led to an in-house program approach that applies to each of our projects. Additionally, Lem is committed to a diverse work force, both internally and to the project site work place and at all levels of employment.
Preconstruction Services & Planning:
Lem Construction knows that a successful construction project is often determined in the preconstruction phase, so we maintain a strong Preconstruction Services group to provide additional breadth and depth of resources to the project.
To ensure the final design and project costs are consistent with the Owner’s objective, our Preconstruction team involves interaction with the Owner and the Architect from conceptual planning, design development and working drawing preparation through the completion of the project.
The action items that the Preconstruction team will take, to lower Owner risk and deliver the project on time and on-budget, include scheduling, design evaluation and review, and estimating.
Scheduling:
Based on qualified project information, Lem Construction will prepare a preliminary project schedule identifying milestones, to verify or determine an accurate construction completion date.
The schedule will also detail checkpoints and action items to be completed by the owner/architect/ Lem team during the project. This will continually be updated to ensure adherence to the long-term planned program.
Design Evaluation and Review:
Evaluating and reviewing the design is an essential component of the Preconstruction service. In this function, the team will review the proposed site plan, investigate the availability and cost of material, review the architectural, structural, electrical and mechanical designs as well as those costs.
Reviewing the proposed site plan includes all of the facts relating to utility services and adjacent off-site improvements. Lem Construction will analyze the cut and fill characteristic of the site to ensure that imported fill materials are kept to a minimum.
In reviewing the architectural, structural, electrical and mechanical, Lem will investigate the present and future availability of material, domestic and foreign, to determine the most economical solutions for the proposed structure. By investigating the cost of these materials, Lem Construction will, when appropriate, suggest pre-purchase of materials. If suggestions are made, they will result in savings with compromising neither quality nor performance.
Reviewing the mechanical and electrical design, equipment, materials, installation costs, and operating costs will ensure the satisfaction of the project’s parameters, both on a present-cost and on a life-cycle-cost basis.
The above elements and the logical construction components that are identified early in the working drawing phase will be combined into bid packages for fast-track award and construction start.
Estimating:
There are three phases to estimating: the development of initial plans, the construction document development and the completion of plans and specifications. Each step will give a more definitive estimate review to ensure that the final budget is consistent with the Owner’s objectives. As the initial plans develop into something more concrete, so will the cost estimating for the project.
When the plans and specifications are sufficiently complete for subcontractor bidding, Lem will prepare a Guaranteed Maximum Cost Estimate. This estimate will include all work within the project scope for the building and site work including allowances for work items where scope and definition are yet to be defined. This Guaranteed Maximum Cost Estimate would be the basis for the Contract between the Owner and Lem Construction.
